History:
OU history. Everything up until Kim's trip to the Wild West applies.
AND THEN he was rescued from the giant nasty bugs destroying his planet, placed in stasis, and eventually awakened on an eerie humid spaceship with pulsing plantsuits. Other refugees were also awake, and together they worked to build their lives in a grim situation with a lot of unknowns that eventually unfolded into a battle for the sake of the universe.
As the group put together a structured crew for their space missions, Billy found himself sharing the role of chief engineer. It became his job to build new weapons, shielding, communications devices, and any other tools the crew might need. Eventually, when the mecha bay was opened, he put his skills to use repairing vehicles as well.
The crew was forced on various missions in their quest to investigate the ongoing war---they battled the planet-destroying bugs on hostile planets, investigated missing people, quested for artifacts of power, and even got married. He did get fake-married, to the gorgeous half-orc who would become his girlfriend. So...he's taken, and rather heartbroken at the moment.
More importantly, though, about a year into the mission he managed to salvage five Power Morphers, and discovered the existence of the Zords in the mech bay. He thought they could definitely be put to good use with a team of Rangers to pilot them, so in true mentor fashion, he sought out five responsible teenagers and recruited them to join him as Rangers. The team definitely worked well together. He also had an ally and friend in Dustin Brooks, a Yellow Ranger from a time period after his.
Over time, the war became more and more serious. It wasn't always possible to get everyone through alive, and the deaths piled up---though the crew never lost faith that they could win. Other characters were pulled back into stasis at an increasing rate. Ultimately, the game closed before it could reach the ending, but what remained of the crew presumably managed to stop the death of the universe. They were then able to travel aboard the ship to anywhere they wanted, and Billy was just about to return home when he became a pony.
How unfortunate.
Personality:
If 'nerd' is a personality type, Billy fits the bill perfectly. Over his months as a Power Ranger, he's learned to somewhat normalize his behavior and refrain from using the ten dollar words all the time. But he loves to learn, and that comes out in excited babble when he encounters something or someone unlike anything he's ever seen before. It happens less often now that he's seen magic in action across the universe, but he'll still think it's new and different to live in a place like Ponyville. Expect some geeking out when he stops freaking out.
Years of bullying have also unfortunately lent themselves to a certain awkwardness when he interacts with people. His time as chief engineer on a spaceship has given him a very professional and confident demeanor when he's working, but social interactions are still a little nerve-wracking for him at first. He's succeeded in making friends from all over the universe, though, mostly as a result of his eager openness to anyone he can learn from.
Once someone's been accepting and kind enough to become his friend, Billy is intensely loyal to them. He'll always offer his time to assist them with schoolwork or anything else they might need. That's how he ended up in so many volunteer projects at home---and in the chief engineer job too. As a workaholic addicted to getting things done, taking on that big load is natural to him.
His lonely childhood lent itself to some insecurities. Early on in his evil-fighting career as a Ranger, Billy expressed doubts about his abilities. He felt shame when the others had to save him from his clumsy missteps, and was discouraged when martial arts didn't come as easily to him as mechanics. But when his friends were in danger, he gladly threw himself into a terrifying battle. He'll be similarly awkward about learning magic, but after the hell of a war he's been through, he's not going to waste time angsting anymore. He's throwing himself right into practice
The situation he fears the most is being unable to save the day with his intellectual and mechanical abilities, the two things he knows he excels at. When he fails to solve a problem quickly, he becomes quite frustrated and upset, to the point where he sometimes blocks his creative ability and prolongs the danger even further---but he's had some practice at working past huge roadblocks during the war with fifty foot creatures bearing down, so he's a bit more competent under pressure than he was. Evil gods can't scare him quite so much anymore.
The biggest change in this Billy from his canon self is that he's a little more world-weary. Battle isn't the almost playful thing it was when he first started fighting. He knows now that he can't always save the day. People die, and they don't come back. (Well, they do in Ponyville. Which will confuse him all over again.) He takes his battles much more seriously, and in complete violation of his mentor's 'don't escalate battle unless necessary' rules, he won't hesitate to pull out the big guns when a threat gets bad.
Strengths: Billy has near-genius levels of intelligence. He aces (almost) all his tests at school and can talk about most general knowledge things on Earth. But his biggest area of expertise is mechanics---he's an expert on ground and air vehicles, giant tanks, all sorts of shielding gadgets, building guns of all types, and communications technology. Unfortunately, most of this knowledge is useless in Ponyville.
He will mostly use his unicorn magic to manipulate parts while building small tools, similar to the way Rarity uses hers to make clothing.
His other area of ability is martial arts, though it's going to take him some time to adapt those skills into an equine form. Fortunately, he still has a working Power Morpher, a voice-activated belt buckle device that will allow him to morph into the Blue Mighty Morphin Ranger. With that spandex suit and helmet, he can buck hard, almost as hard as an earth pony. He wields a double-ended Power Lance, held aloft by magic.
And if there is ever somehow an opportunity for a Zord to show up, his current companion is the Unicorn Thunderzord, a...giant blue unicorn on wheels. Its main ability is using its magic to lift and throw boulders.
Weaknesses: Billy and magic are not the most compatible of concepts. He's not going to master his abilities for a few battles, and will struggle with his hooves for some time while still learning the spells.
He also has an emotional weakness in the form of having loved and lost so many friends at home and on the ship, and may be a little more reluctant to open up to people than before. His missing girlfriend will be the biggest downer.
There's also a problem he has with being incredibly addicted to his work. He will go without sleep to struggle at a problem for hours on end, often against all common sense and to the point that it gets in the way of finding the solution.
Possessions: One buckle-shaped Power Morpher.

[Cue screen. There's a new unicorn colt in town, leaning into the scroll view and frowning at it. He fiddles the frame of his glasses up and down, sighs, then clears his throat.]
Hello, everyone. I've been told that this is magic-based communications device for the newcomers to Ponyville. I've seen devices like this before, but never magical ones. Is there a book I can read about magical theory? I have to admit this is all entirely new to me.
[He shuffles his hooves, embarrassed.]
Anyway, my name is Billy, and I'd like to return home. And to return to my human form. But I'm guessing there's a reason you've all been stuck here for a while, and that I will be too.
[Sigh.]
And maybe this is a long-shot, but are any of you familiar with interstellar travel? We'd need a spacecraft to return home---though we'll also need to reverse our bodily transformations, and that'll take another set of expensive parts. Assuming that a magical solution isn't required.
[He rubs his temple and laughs to himself.]
Wow, this giving me a headache already. I'll get back to work on my research and report back if I find anything of note.
Third Person:
The night is dark and stormy, almost stereotypically so. The only light coming from the windows in Billy's room is the occasional flash of lightning, almost as if somebody's going to be building their very own Frankenstein monster. Fortunately, Billy is not that type of mad scientist.
His creation is the quieter sort. His little work table is surrounded by small metal sheets, carefully woven wire, and whatever scraps he could salvage from around town. He's not going to be building any plasma canons or spaceships any time soon, but he's managed to find enough to start on something small.
The telltale glow of magic from his horn lights the room as he lifts bulbs, wires, and screws---or tries to, anyway. For a new spellcaster, controlling the amount of force he uses is surprisingly difficult. Once or twice he throws the bulb he's holding across the room, chasing after it and hoping it didn't break.
"And here in storybooks we once thought magic was an easy fix-it to our problems," Billy laughs bitterly, scrambling under the table to pick up the scattered parts between his teeth. He surfaces, regroups, and makes to lift the wrench---only he misjudges the amount of power needed and sends it careening through the window, making a terrifying crash outside.
Oops. He scampers out the door, red-faced as he slowly starts to levitate the debris into a waiting garbage bag. Somehow, this is even more embarrassing than his first attempts at combat were.
